Traffic Penalty is Charged only for 2 or 3 Vehicles: Partiality in Traffic (Rules) at Any Situation

I had visited Saffron Tower on 30th April, 2010. Situated on New Central Mall in Ahmedabad, I had park my Bike in front of Saffron Tower on Footpath.. & there were near by 2 or 3 more bike with me but only my bike was targeted for charges (By THE AMC TOEING VAN).

I had completed my work over there & was not finding my bike still there were more then 2 or 3 bikes was over there.

Why Should Only I Was punished (AMC Toeing VAN) ?

Traffic is Charged only for 2 or 3 Vehicles, not for 4 Vehicles, In this incident there where cars over there on that road. In fact Cars was almost on the Road but that was not charged.

So, Only 2 wheeler Vehicles has Been Charged.. Why this is Only Happened with Some kind of People.

May be we are not saying or Accepting what r they r doing.

These People are working for their Daily TARGET.. Why innocent People are Become a Victim of this System ?
